Client Challenge

A State Government Department (“the Department”) had over 25 Oracle databases which interfaced with multiple internal systems and external agency systems. The technology was dated and costly to maintain with the use of internal and vendor resources. Therefore the Department needed to assess the impact of upgrading to Oracle 11 (v4).

The Department deemed this project as ‘high risk’ due to the potential impact on multiple business critical systems as well as their relationship to multiple external agency systems.

FinXL was engaged to undertake a feasibility study and business case development for the proposed database upgrade. The assessment was to provide a detailed business case to support a ‘proof of concept’ under the proposed database upgrade solution.

FinXL Solution

FinXL engaged with the Department and provided technical consultants to analyse, assess and produce a business case – effectively capturing the risk, cost and perceived impact of upgrading the aging Oracle databases versus not upgrading them.

FinXL performed detailed analysis of enterprise business functions and processes, specifying business rules, modelling business objectives and requirements.

FinXL facilitated and conducted workshops and interviews with stakeholders and end users to effectively capture and analyse current business processes (as-is) and business processes to be realigned (to-be) to achieve the benefits of the upgrade – considering both internal and external agency processes.

FinXL completed the Feasibility Study and constructed a Business Case including specifying the upgrade scope (including: cost, duration, resources and vendors), and created the high level E2E solution design across multiple platforms and agency interfaces.

FinXL also contributed to the local BA community of practice in the Department adopting best practices in SOA, business processes modelling and analysis.

Client Benefit

The Business Case written to support a ‘proof of concept’ under the proposed database upgrade solution has been very well received and is currently submitted for approval.
